TAYLOR: How important is good leadership during times of crisis? JUDGE EMMETT: Leadership is critical during times of crisis, but effective leadership is born of preparation. The best leader with great instincts and skills will only be successful if he is prepared.

TAYLOR: Do you consider yourself to be a leader? If so, in what way? JUDGE EMMETT: In different positions and endeavors throughout my life, I have been viewed as a leader. I firmly believe my demeanor and approach have provided vision and strategy, but the key to my style is to find the right people to place in the right positions with the right preparation.

TAYLOR: Other than yourself, who is the most effective leader you know alive today? JUDGE EMMETT: I would not select one person. On a daily basis, I see great leaders in neighborhoods, churches, and organizations. Their leadership, taken collectively, makes our community and nation great.

TAYLOR: Why should Harris County-area voters choose you on Tuesday, November 4th? JUDGE EMMETT: During my tenure as County Judge, I have managed to create a broad vision for the nation's third largest county. Harris County is in the forefront with mobility plans, our efforts to reform the juvenile justice system, improving health care delivery and we have the strongest possible financial position. Our emergency preparedness and response, as seen during Hurricane Ike, is the model for the nation. There is still much to do and I would be honored to continue leading this great county.

David Mincberg - Democrat Speaks:

TAYLOR: How important is good leadership during times of crisis? MINCBERG: Good leadership is always important, but absolutely essential during times of crisis. It is imperative that the County Judge provides vision, guidance, and leadership to Harris County as we now face the critical issues of providing for the next one million residents of Harris County. Harris County needs a business leader who understands budgets, taxes and requires accountability from people who do business with Harris County.

TAYLOR: Do you consider yourself to be a leader? If so, in what way? MINCBERG: I consider myself to be a leader and I have worked effectively with others to achieve results. Those results range from building a successful business enterprise to creating a large community organization to working for Mayor Bill White as a dollar-a-year executive.

TAYLOR: Other than yourself, who is the most effective leader your know alive today? MINCBERG: The most effective leader I know alive today is Mayor Michael Bloomberg of New York City. He leads a large and diverse community, much like Harris County, and has set forth an achievement of outstanding business practice with a commitment to quality of life ideas.

TAYLOR: Why should Harris County-area voters choose you on Tuesday, November 4th? MINCBERG: I have been fortunate to have been endorsed by both Republicans and Democrats, and by groups ranging from the Houston Association of Building Contractors to the Black Ministers Association. As a native and life-long resident of Harris County, my hope is to serve the citizens in this vitally important position.
