Joan Nwuli (Candidate for Judge ­ Harris County Criminal Court No. 1) Talks to Houston Business Connections: Tells Publisher Aubrey R. Taylor why Harris County voters should choose her in the Nov. 7, 2006, General Election

NWULI: "I am a Houstonian having lived in Houston for almost twenty-five years. I attended University of Houston and South Texas College of Law and have practiced law in Houston since 1991 at both the trial and appellate levels. I have tried numerous criminal cases to the jury and have done several criminal appeals including that of a young man named Josiah Sutton, who was released from prison when it was found out that the DNA result from the Houston Crime lab used against him was faulty.

I am admitted to practice law in Texas and in the United States District Courts for the Southern and Eastern Districts of Texas and in the United States Court of Appeals for the First and Fifth Circuits. I have not limited my practice merely to Harris County. I have represented clients as close as the neighboring Montgomery, Liberty, Brazoria, Galveston, Chambers, Tyler, Harrison, San Jacinto, Travis, Bexar and Dallas counties, and as far as the Federal and Immigration Courts of New York, New Jersey, Baltimore and Boston.

I have maintained membership with various bar associations including the American Trial Lawyers Association, Young Lawyers Association, American Bar Association, Harris County Criminal Lawyers Association and the Texas State Bar College. I also belong to a number of civic organizations including the African Women Alliance, Houston league of business and professional women and the Texas Women Empowerment Foundation.

I hold the position that all offenders, regardless of how heinous their offence, must be punished appropriately. Punishments and sentences must match the offences and should be well be meted out without bias and prejudice. Criminal cases brought before the judge should be proven beyond a reasonable doubt, in compliance with the burden of proof imposed by our constitution. Since each offence has its unique extenuating circumstance, I am of the opinion that each offender should be judged on a case by case basis, and each circumstance thoroughly reviewed and evaluated before decisions on bail reduction, bail revocation and probation revocation are made. These decisions are fundamental and result in life- changing outcomes. Armed with this judicial philosophy, I know that I will make a difference as a Harris County Criminal Court Judge.

My opponent Judge Reagan Cartwright Helm has the poorest rating of all Harris County Criminal Court Judges in the 2005 Houston Bar Association Judicial Poll. It is obvious that this courtroom needs a change. My plans include continuous education on all aspects of criminal law and procedure; meticulous review of all pleadings; comprehensive preparation for hearings; decisive and timely rulings; courteous and attentive attitude towards prosecutors, defense attorneys and witnesses; and demonstration of impartiality."
